Mental Retardation - Texas Home Living (TxHmL)
Similar to HCS, Texas Home Living (TxHmL) is a Medicaid Waiver program that provides specialized services to people with developmental disabilities in their home. Individualized services provided include:
- Independent Case Management - Case management is an authority role not controlled by the TxHmL provider; therefore no potential conflicts of interest exist
- Community Support - training in community skills
- Day habilitation - maintaining and/or improving current skills
- Supported Employment - finding and keeping a job
- Nursing
- Respite - a relief from caregiver duties
- Behavioral Supports - an analysis of behaviors and recommendations for encouraging positive supports
Eligibility for HCS: Adults and children diagnosed with mental retardation or a related condition that meet the Level of Care 8 criteria. This means the person must have a valid Determination of Mental Retardation, or must qualify under an identified related condition with an IQ of 75 or below. Individuals must be currently on the HCS Interest List before they will be offered a HCS slot by the State of Texas; in addition, TxHmL participants must meet financial criteria for a Medicaid Waiver program at the time of the TxHmL offer of participation.
