The Heart of Texas Region MHMR (HOTRMHMR) Center is made up of caring professionals who are dedicated to helping individuals and families cope with mental illness, intellectual and developmental disabilities, developmental delays, and emotional conflict. Community First Choice

Community First Choice (CFC) is a Federal Medicaid benefit allowing states to provide Home and Community Based services and supports to Medicaid recipients with disabilities. As a result of House Bill 7 from the 83rd Texas Legislative session, HHSC and DADS began implementation of CFC as a new Medicaid State plan benefit June 1, 2015. CFC in Texas is implemented through managed care organizations; Superior and United Healthcare are the two MCOs responsible for CFC in the Heart of Texas region.

For people with Intellectual and Developmental Disabilities, CFC means the addition of a Medicaid entitlement that assures no waiting list for services, unlike the current waiting lists for other Medicaid Waivers such as Home and Community Based Services (HCS) and Texas Home Living Services (TxHmL). CFC includes Personal Attendant Services (PAS), Habilitation Services (HAB), Emergency Response Services (ERS), and Support Management.

PAS involves a provider completing activities of daily living for someone who cannot do those things for themselves. Activities such as grocery shopping, house cleaning, laundry and assistance with personal hygiene are services under PAS. HAB services involve some of the same types of activities as PAS, but the goal is for the person to learn to complete these activities independently. ERS is most easily described as the "I've fallen and I can't get up" service. And Support Management is assistance in learning how to hire your own employees. The MCOs are required to develop a provider network for CFC services. Heart of Texas Region MHMR Center is precluded from being a CFC provider because of their unique role for people with IDD eligible for CFC.

The Local Intellectual and Developmental Disabilities Authority (LIDDA), the IDD division of HOTRMHMR, is charged with three important tasks in the CFC porogram. First, the LIDDA determines whether or not an individual meets eligibility requirements for CFC. Eligibility is based on diagnoses of ID or a related condition and functional behavioral deficits. Second, the LIDDA conducts individual CFC assessments and develops individual, person-centered service plans. And third, the LIDDA provides ongoing service coordination to assure the services needed by the individual are provided and are meeting the intended need. The SC role, which includes determining the amount and type of services needed by the individual, is seen as a conflict of interest if HOTRMHMR were to be a provider of CFC services.

Implementation of CFC will roll out slowly across the state, with an emphasis on getting people who are currently on the Waiver program Interest Lists and who are not currently receiving other services into the program first. May is Mental Health Awareness month. Did you know that approximately 1 in 5 adults in the US - 43.8 million experiences mental illness in a given year?

HOTRMHMR continues to provide valuable services to individuals with Mental Illness, Developmental Delays, Intellectual disabilities, and those dealing with trauma or stressors that exceed their coping abilities. Over the past year we have been able to impact over 500 of our consumers through the Wellness programs by providing primary care, opportunities for exercise, classes on healthy eating and assistance with quitting tobacco.

Please help us to continue to provide these valuable services and raise awareness in our community about the impact of mental illness.
